First, regulatory fragmentation is becoming structural. Trade controls, sanctions, investment screening regimes, and technology restrictions are no longer isolated features. They are becoming enduring instruments of economic statecraft, often overlapping across jurisdictions with differing and sometimes conflicting expectations.

Second, compliance can no longer operate in silos. Legal, compliance, procurement, technology, and commercial teams must increasingly work as an integrated risk function. Decisions involving vendors, software, data flows / IP, logistics, and counterparties now carry strategic and geopolitical implications that extend well beyond traditional legal exposure.

Third, boards are being asked to govern uncertainty, not just compliance. Leading organisations are moving beyond reactive controls toward scenario-based governance models; assessing how sanctions escalation, export restrictions, or regulatory divergence could affect operations, liquidity, partnerships, and growth strategy over time.
