Jim is a Customs and border security professional with over 35 years of experience spanning frontline enforcement, intelligence and senior international leadership positions. Prior to joining Tradekins, and until recently, he was the Acting Deputy Director for Compliance and Enforcement at the World Customs Organization (WCO), where he oversaw a wide portfolio of global enforcement and compliance capacity building programmes.

With over two decades of senior management positions in the UK and at the WCO, Jim has developed specialist knowledge relating to the effective application of strategic trade controls and supporting and facilitated the adoption of UNSCR 1540 compliant activities by over 20 Customs Administrations. He also oversaw the development and expansion of the WCO's Strategic Trade Control Enforcement Programme into a globally recognised and respected delivery partner, and has developed capacity building programmes that address small arms and light weapons (SALW) trafficking, radiological and nuclear detection, and wider counter proliferation and counter terrorism challenges faced by Customs and border agencies.

Jim has held senior operational  and intelligence roles within UK Customs and Border Force, at Heathrow Airport and at national headquarters, leading complex anti-smuggling operations and developing specialist teams in counter proliferation and weapons trafficking. He is also an STCE Expert trainer, responsible for the delivery of the Programmes accreditation processes and development of STCE experts in many countries. He has regularly represented WCO and the Customs community at UNSCR 1540 review meetings in New York and national and regional consultations and he has supported many international strategic trade outreach initiatives over the past 20 years
